As part of the admission process, a student applying to a Florida college must complete Form FRD-1, Florida Residency Declaration for Tuition in order to declare Florida residency for tuition purposes. College staff will review this information and related documentation to verify residency and eligibility for in-state tuition.
Residency is ultimately decided by the college. There is no appeals process.
Are you a Dependent student or an Independent student?
Independent students need to prove they themselves
can claim legal residency while dependent students need to prove their parents
- Dependent Students are generally either a) under 24 years old, or b) claimed as a dependent on their parent/ legal guardian's last tax filing.
- Independent Students generally have income totaling greater than 50% of cost of attendance for the specific college.
After this determination, students need to provide specific documentation
to claim residency.
Refer to the Guidelines for Florida Residency (PDF, 285KB)
for specific guidelines on determining dependent/ independent status [pg 6] and what documentation is needed to claim residency [pg 10].
